Consumer protection and representation before ACODECO
Did you pay for a product or service without receiving what was agreed? Has your business received a complaint or summons? At Quirós & Quirós, we advise consumers and suppliers in separate matters, following conflict-of-interest checks, to prepare a position supported by documents.

Getting started
Key points
- We first identify the commercial relationship, the claim and the competent authority. Not all purchase disputes or regulated services follow the same procedure.
Consumer assistance
The service may include reviewing contracts, receipts, warranty terms and correspondence, preparing a claim and assisting with its progress. During the consultation, we define the outcome sought: performance, repair, a refund or other relief to be assessed according to the case. The complaint is prepared from specific facts and documents.
Supplier defense and prevention
A business also needs to identify the claim and respond within the appropriate procedure. We review the case file, sales and customer service records, and the terms communicated to the customer. Preventive advice may include reviewing contracts, warranties and advertising; it is not presented as a way to eliminate the supplier's obligations.
Choose the authority and the procedure
The consumer relationship and its supporting documents guide the initial assessment. ACODECO has specific functions, while certain public services have other complaint procedures. We therefore verify the subject matter, relief sought and jurisdiction before choosing an administrative procedure, an action before another regulator or a court claim.
How we proceed
Your matter, step by step
- Preparing the engagement
Preparation and follow-up of consumer claims and assistance at hearings, where appropriate.
- Agreed procedures
Defense of suppliers against complaints and review of their supporting documentation.
- Delivery and follow-up
Review of standard-form contracts, warranties, advertising and settlement options.
Preparing for your consultation
- Invoice, contract, accepted quotation or proof of payment.
- Relevant warranty and advertising, messages, photographs and available reports.
- Summons, complaint number, previous procedural steps and chronology of the problem.
Fees, expenses and timing
The scope of representation is defined in writing and distinguished from public consumer assistance services. No single monetary threshold is published as though it alone determined every authority's jurisdiction, and automatic recovery of the amount claimed is not promised.
Timing depends on the documents, participants’ availability and the specific procedures. When defining the engagement, we distinguish our preparation timetable from dates that depend on third parties or an authority.
